The selection of books purchased for public libraries is made by the two committees yearly constituted by the Government. These are State Level Library Committee and State Level Advisory cum Purchase Committee.

The committees comprise scholars, university teachers and writers besides official members. The State Level Library Committee selects books for purchase under the Raja Rammohun Roy Library Foundation, Kolkatta Matching Grant Scheme while the State Level Advisory cum Purchase Committee selects books for purchase mainly from local authors.
